Vintage Columbian Military Badge Cufflink

Featuring an eagle perched atop a shield depicting symbols of the country, with Columbia’s flag colors red and blue to the sides, and the worlds LIBERTAD on the right and Y ORDEN on the left. 
 
We have no idea how this item made it into our parent’s collection of oddities. Our father was in the US Navy but did not, to our knowledge, visit Columbia.
