Vintage Decorative Chinese Bong Pipe (Never Used)

This piece is in very good vintage condition, having never been used and stored in a cool dry space. We found only one like it online at Worthpoint, origin unknown. Google Translate was able to identify some of the words above the bowl as Chinese but the translation was less than successful. 
 
The distinguishing features of this piece are the end caps and bowl cap with plug, which we believe are brass, and the tightly wound metal bands around the body in five places. The caps could use a polishing and the plug in the bowl appears turquoise green, a sign of oxidized brass, so it could be polished as well. 
 
We do not know when or where this piece was acquired. It could be as early as 1969 or as late as the 1980s.
