Vintage Visigothic Belt Buckle Inspired Lapel Pin or Brooch

This is one of our most curious finds from our grandmother’s vintage jewelry collection. While an online search turned up similar shaped ‘buckles’ ours does not appear to have ever been made to be a buckle. Perhaps it was a museum shop gift, although our search for such turned up nothing similar. We believe the stones are glass. We do not know the metal, but would guess it is bronze.
 
It appears to be in good condition except for some rust under the pin as visible in photos.
